Chapter ⅠGeneral PrinciplesArticle 1 According to the Administrative Regulations on China’s Participation in the Bureau of International Expositions and World Expositions, as well as AIPH Regulations for the Organization of International Horticultural Exhibitions, the following procedure is made to standardize the application for International Horticultural Exhibitions by cities from China.Article 2 The title of international horticultural exhibitions may only be used for exhibitions which are recognized by the International Association of Horticultural Producers (AIPH) to be of this kind. The objective of the international horticultural exhibitions is to promote trade and cooperation in horticultural sector around the world.The international horticultural exhibitions are divided into 4 categories: A1, A2, B1 and B2.Category A1: Duration: 3 – 6 months. Minimum area: 50 ha.Participation of exhibitors: at least from 10 different countries.The International Horticultural Exhibitions of A1 category have to be registered by the Bureau of International Expositions (BIE), which make them become international events of governmental level.Category A2: Duration: 8 – 20 days. Minimum area: 15000 m2.Participation of exhibitors: at least from 6 different countries.Category B1:Duration: 3 – 6 months. Minimum area: 25 ha, of which at least 3% shall be reserved for foreign participants.Category B2:Duration: 8 – 20 days. Minimum area: 6000 m2, of which at least 600 m2 shall be reserved for foreign participants.Article 3 China Flower Association is responsible for the organization and coordination of the application for international horticultural exhibitions.Article 4 To apply for international horticultural exhibitions of category A1, the applicants should abide by these regulations and the Administrative Regulations on China’s Participation in the Bureau of International Expositions and World Expositions as well.Article 5 The interval of applying for international horticultural exhibitions of category A1 should be over 10 years. For other categories, it should be over 3 years.Article 6 In principle, one city should not hold two international horticultural exhibitions within 10 years, while one province, autonomous region or municipality should not hold two international horticultural exhibitions within 5 years.Article 7 In principle, in the year when large national flower exposition is to be held, no international horticultural exhibition should be held.Chapter ⅡTime of applicationArticle 8 The international horticultural exhibitions are large events in term of scale and level. To ensure sufficient preparation time and good result, the application should be submitted a certain period before the opening date. For different categories, the application time should be as follows:Category A: over 7 years before the opening date of an exhibition.Category A2: over 5 years before the opening date of an exhibition.Category B1: over 4 years before the opening date of an exhibition.Category B2: over 3 years before the opening date of an exhibition.Article 9 The application shall be submitted to CFA between January 1 and June 30 of the suitable year.Chapter ⅢApplication RequirementsArticle 10 The applicant should be government of municipality, capital city of province, city specifically designated in the state plan, and prefectural-level city.Article 11 The application should be supported by the provincial-level flower association in the province where the exhibition will be held.Article 12 The applicant city should have the economical capability to hold the exhibition. Its GDP and financial income should be over mid-level of the same kind of cities in the country.Article 13 The applicant city should have a good status of tourism and service industry, as well as the accommodation capability for holding the international horticultural exhibition.Article 14 The applicant city should be well equipped for the applying exhibition, be capable of providing service and related conditions, complete supporting facilities, which allows easy visit of the public visitors.Article 15 The applicant should have experience of holding large international or national exhibitions or conference.Article 16 The applicant city should have a good foundation of floricultural and horticultural industry. It should be a city of flower production or consumption. If it is a major flower production area, its flower production area and value of the previous year should be over mid-level of the same kind of cities. If it is a major flower consumption city, its scale and turnover of flower markets should be over mid-level of the same kind of cities. Chapter ⅥApplication ProcedureArticle 17 The application documents including a holding plan of the exhibition should be submitted to China Flower Association (hereafter as CFA) in due time.Article 18 Within three months after the deadline of receiving applications, CFA will review the application documents. Within three months after the review, CFA will organize experts to inspect the applicant cities which are in line with the basic requirements and conditions.Article 19 CFA will submit the application for international exhibitions of category A to the State Forestry Administration for approval. If approved, the application should be submitted to the State Council by the China Council for the Promotion of International Trade (CCPIT) for review and approval according to the Administrative Regulations on China’s Participation in the Bureau of International Expositions and World Expositions. After getting approval from the State Council, the application will be submitted to AIPH by CFA and to BIE by CCPIT.Article 20 Applications for international exhibitions of Categories A2, B1 and B2 have to be submitted to the State Forestry Administration for approval through CFA. Before making decision, the State Forestry Administration shall ask for opinions from the Ministry of Foreign Affairs, the Ministry of Commerce and CCPIT. After the approval, CFA will submit the application to AIPH.Article 21 If there are two or more cities applying for holding international exhibition in the same period, the best one in terms of all comprehensive conditions will be selected to apply for the exhibition from AIPH.Chapter ⅤHolding International Horticultural ExhibitionsArticle 22 After getting approval, the international horticultural exhibition of category A1 shall be hold according to the terms for recognized world expo in the Administrative Regulations on China’s Participation in the Bureau International des Expositions and World Expositions.Article 23 After getting approval, the international horticultural exhibitions of category A2, B1 and B2 shall be organized by the government of the host city. The city government should go through a certain procedure for an approval of holding international economical technological exhibitions in Chinese mainland. The holding of the exhibitions should be coordinated and administrated by the Ministry of Commerce.Article 24 An organizing committee shall be formed in the level of province, Autonomous region or municipality where the host city is located. The organizing committee is the authorized body responsible for the organizing and coordinating of the exhibition and making decision for important issues related to the preparation and holding of the exhibition. The members of the organizing committee shall be proposed by CFA after consulting with the government of the host city, CCPIT and related departments of the State Council.Article 25 An executive committee shall be formed under the organizing committee. The executive committee is the executive body of the organizing committee responsible for the preparation of the exhibition and other work related to the holding of the exhibition. The members of the executive committee shall be proposed by the host city and decided by the organizing committee. CFA and CCPIT shall participate in the work of executive committee.Chapter ⅥSupplementary ArticlesArticle 26 During the application process, all communications and negotiations with AIPH related to the application issues shall be done through CFA.Article 27 All logos related to the exhibitions are protected by law. The use of the logos for commercial purpose without authorization is prohibited.Article 28 The host city should pay the caution fee to AIPH according to the AIPH Regulations for the Organization of International Horticultural Exhibitions.Article 29 The exhibition organizing unit from the host city should sign an agreement with CFA about holding the exhibition.Article 30 The regulations go into effect from the date of issue.Article 31 CFA is the only organization to explain the regulations.Date of issue: Nov. 26, 2008
